What are normal background radiation levels?

That varies, but it’s usually between 15 and 30 microroentgens. Radiation levels are at the higher part of that scale in cities like Denver because of their elevation. They are also higher on granite plazas, like Independence Square in central Kiev -- home of Ukraine's Orange Revolution -- because of the natural uranium in the rock.
